This documentary, made for the stated purpose of countering Michael Moore's Fahrenheit 9/11, portrays President Bush as a decisive leader A passage shows Bush speaking in a decisive tone against a backdrop of images of terrorism and torture. "If we wait for threats to fully materialize, we will have waited too long," Bush says in the film. "This November Americans will decide," reads an outtake from the film. "Be careful who you vote for."

The 30-second TV ad opens with a shot of former President Clinton's soon-to-be-released memoir, "My Life," as an announcer tells viewers about a few facts they "might miss" in the new book. Multiple images of terrorist attacks that occurred during the Clinton presidency follow; including the World Trade Center bombing in 1993, the dual embassy bombings in East Africa in 1998 and the bombing of the USS Cole in 2000. "Americans died," the announcer says, "all while Bill Clinton was president." The on screen image shows soldiers carrying a dead soldiers, in coffins, off a ship. The announcer concludes: "So who is responsible for leaving us vulnerable to terrorists? You don't need Clinton's book to know winning the war on terror demands a president who is willing to fight it." Clinton's memoir is depicted on screen and at one point the title "My Life" changes to read "My Fault."

Internet ad featuring the voice of Jimmy Boyle, former president of Local 94, the largest firefighters' union chapter in the country, located in New York City. The ad says, “On September 11, terrorist murdered nearly 3,000 Americans, including three-hundred and forty-six firefighters, one of which was my son, Michael. I lost my son…I spoke to him that day. He went to work that morning, and he died for a reason, because somebody hates America. And that day George Bush became a leader, a war President. I feel very comfortable with him as president. We want a guy who is going to lead us to victory in this war.”

Election activities are those that were found by Public Citizen to raise significant questions as to whether they met the IRS definition of political expenditures, which covers activities "intended to influence the selection, nomination, election, or appointment of anyone to a federal, state, or local public office, or office in a political organization." Activities were found in news reports, organizations' Web sites and press releases, and academic studies. The examples published here are not all encompassing.
Candidates' names are followed by their incumbency status, if any ("incumb."); party affiliations (R, D or other); and percentage of vote received, followed by the jurisdiction of the election, year of election, office sought, and whether the contest was a general or primary election. The victorious candidate is denoted with an asterisk. Percentages of votes received are not included for presidential primaries or caucuses.
µ Typically, electioneering messages by independent groups only mention one candidate. The "Candidate Praised" and "Candidate Criticized" headings refer to candidates mentioned by name in a positive or negative light. If the electioneering message did not single out a candidate for praise or criticism, "None Mentioned" is entered under the appropriate heading. However, if Public Citizen learned of a message but did not obtain a verbatim account of its content, (e.g., a news report said that a certain group sent direct mail aiding a certain candidate), the candidate that the group favored is listed under "Candidate Praised" and "Unknown" is listed under "Candidate Criticized."
